Mineral Management Service DJ - U.S. Gulf of Mexico oil and gas output shut-in due to 2005 storms showed modest improvement since March 22, the U.S. Minerals Management Service said Wednesday.

Some 340,438 barrels of oil a day, or 22.7% of daily production in the Gulf, remained off-line, down from 22.9% on Mar. 22, when the data were last published by the federal agency. This represents an increase in production of about 2,734 barrels of oil per day.

Shut-in gas production amounted to 1.36 billion cubic feet per day, or 13.6% of daily gas output in the region, down from 13.9% on Mar. 22, an improvement of approximately 300 million cubic feet per day.

The MMS has been publishing shut-in reports every two weeks since Jan. 11, due to the small variation in statistics expected over the coming months. The next report will be released Wednesday, April 19.

The MMS expects approximately 255,000 barrels of oil a day and 400 million cubic feet a day of gas in offshore Gulf production to remain shut-in prior to the start of the next hurricane season, June 1.

Cumulative lost oil production since Aug. 26 - when Hurricane Katrina triggered the first wave of evacuations in the Gulf - on Wednesday reached about 144.2 million barrels of oil, or 26.3% of yearly Gulf crude production.

Total lost natural gas production amounted to approximately 711.6 billion cubic feet, or 19.5% of the region's annual gas production.

Some 87 offshore platforms remained evacuated on Wednesday, the same number as on March 22. These evacuations represent about 10.6% of the Gulf's manned platforms, the MMS said.

Investors Snub Those Paying Dividends DJ- More companies are paying dividends, but investors' appetite for adventure is trumping stability of guaranteed pay-outs. In 1Q, S&P 500 companies that don't provide dividends rose 8.58%, compared with 5.68% gain for those that do.

Notice how ES tested its daily highs but the VIX did not test its daily lows. This is the kind of divergence I watch for and tells me the ES test will be successful and that double top will hold. Link

A bit of a pain. RUT NH/NL never correct intra-day and sometimes have to wait until late, late, late at night before they are even updated.

Treasury Secretary Snow (earlier this morning at approx 10:50 EDT) ... DJ - Treasury Secretary John Snow on Wednesday said the U.S. economy continues to strengthen and upcoming data on economic growth and jobs will be "good numbers."

The U.S. economy is "continuing to strengthen," Snow said in testimony before a House Appropriations subcommittee. "I look forward to the jobs report later this week (Friday) - I think they will be good numbers."

Snow estimated first-quarter gross domestic product rose between 4% and 5%. GDP data will be released later this month.

Snow again urged Congress to extend President George W. Bush's tax cuts, arguing that raising taxes on investment would hurt the economy.

Asked about the U.S. trade deficit with China, Snow said China needs to open its markets to more foreign goods. He said Treasury continues to press China to move faster in adopting a more flexible currency.

"Our hope is they will fulfill their commitments they made in July to move to a market-based currency system," Snow said.

He said he doesn't expect China will suddenly free its currency from intervention but will do so gradually over time.

"Over the course of this year and next, I think we are going to see the currency move more and more, and move in the direction of higher valuation ," Snow said. "I don't think China will do it in one fell swoop."

Panera Bread (PNRA) $74.96 ... ticks lower at $72.21 after the restaurant operator said same store sales rose 9.3% in March. However, the company said April same store sales will be reduced by 1.5-2.0% due to the Easter holiday. For the first quarter ended March 28, revenue rose 35% to $194 million.

On average, analysts surveyed by Thomson Financial forecast revenue for the quarter of $194.65 million.
