Canada Govt. 12-Mo Budget Surplus C$12B; March Deficit C$1.05B DJ - The Canadian government budget surplus in the year to March 31 widened to C$12.03 billion (US$10.86 billion) from C$8.75 billion a year ago, the federal finance department said Thursday.

March's deficit narrowed to C$1.05 billion from C$9.92 billion in the same month of 2005.

ANWR House Approval DJ - The U.S. House of Representatives has once again approved a bill that would allow companies to drill for oil in an Alaska wilderness refuge created to protect unique animal species and wild rivers.

The 225 to 201 vote Thursday afternoon to open Alaska's Arctic National Wildlife Refuge (ANWR) to energy exploration and production is an expected victory for the chamber's drilling supporters, but it doesn't do much to increase the chances that the Senate would sign off on such a controversial measure.

Instead, the vote just reiterates what was already known: the House can pass legislation aimed at allowing Alaska drilling. It has done so at least 5 times since 2001.

House Resources Committee Chairman Richard Pombo, R-Calif., introduced the bill to open up a 2,000 acre plot of ANWR's coastal plain to drilling. The "American-Made Energy and Good Jobs Act," would direct the Interior Secretary to start up an oil and gas leasing program making way for energy production on ANWR's coastal plain. The bill also would ban exports of the oil, requiring the domestically produced energy to stay within the country.

"The option in front of us is to protect our environment and have a healthy, strong, growing economy," Pombo said during debate on the House floor. He argued that 1 million new jobs could be created by opening the refuge to energy development and that oil and natural could be produced in an environmentally-sensitive way.

Lawmakers had asked Pombo and House GOP leaders for a chance this election-year to go on record in favor of energy development, Pombo's spokesman said, adding that the debate is timely given that families will soon be hitting the road for the Memorial Day weekend.

More than a dozen industry groups, in a letter, urged the House to support ANWR drilling.

"At a time when more and more Americans are becoming increasingly concerned about future energy supplies, we cannot afford to ignore ANWR as a great potential for increased supplies," they said in the letter backed by 17 groups, including the American Petroleum Institute, the National Association of Manufacturers and the Edison Electric Institute.

Supporters argue that more domestic supplies of oil will bring down prices at the pump for U.S. drivers.

Opponents, on the other hand, argue that there's not enough oil in the refuge to make a significant difference in the global oil market and that the region should remain off limits to protect wild rivers, polar bears and migratory birds. Toxic wastes from pipelines and smokey oil flares could damage the pristine wilderness area, they say.

"We should be debating ... how we can radically increase the amount of renewable fuels in our country. Instead, the majority brings out this bill, " said Rep. Edward Markey, D-Mass., who strongly opposes drilling in ANWR. "This bill won't even produce a barrel of oil for at least 10 years. This is a red herring."

Rep. Roscoe Bartlett, R-Md., argued that the refuge should remain an untouched area, not because of environmental concerns but because global oil production capacity is dwindling.

"I am having trouble understanding how it is in our national security interest to use up our little bit of oil as quickly as we can," said Bartlett, who subscribes to the peak oil theory - that the world is reaching or has reached its maximum oil production capacity. "If we could pump ANWR tomorrow, what would we do the day after tomorrow? Drilling in ANWR is not the right thing to do at this time."

The refuge, which is managed by the Fish and Wildlife Service, was created in 1960 under President Dwight Eisenhower to protect an area said to have more than 200 animal species including polar bears, wolverines and caribou.

The protected range was later expanded under President Jimmy Carter to nearly 20 million acres. Still, the Department of Interior was directed to study the potential oil and natural gas resources in an area of the refuge's 1.5 million acre coastal plain. In 1995, President Bill Clinton vetoed legislation that would have opened the refuge to development.

While environmentalists see ANWR's coastal plain as the most significant on-land polar bear denning habitat in the country, pro-drilling lawmakers see the refuge as the country's largest domestic resource.

Companies could produce 10.4 billion barrels of oil if given a ticket to explore on just 2,000 acres, according to Pombo, who also highlights a Congressional Research Service report finding that the federal government could see as much as $173 billion in royalties and tax revenues from energy exploration in ANWR.

I'm usually "not big" on psychological levels except with gold and oil. Way too many emotions among market participants can have things getting out of hand (up/down) in a hurry.

BGO tends to be a much more "emotional" stock that say ... NEM, or GG. BGO's lower price brings in a larger number of market participants.

5-year Auction DJ - The U.S. Treasury awarded $14.00 billion in five-year notes at Thursday's auction at a high rate of 4.945%.

The Treasury received bids totaling $28.33 billion and accepted $14.00 billion, including $208.54 million of noncompetitive tenders, up from $159.07 million in noncompetitive tenders accepted at the previous five-year note auction on April 27.

The Treasury received no bids from foreign and international monetary authority accounts on a noncompetitive bidding basis.

The bid-to-cover ratio, an indication of demand, was 2.02, Treasury said.

Tenders submitted at the high yield were allotted 28.67%.

The dollar price was 99.693242 and the coupon rate was set at 4.875%, or 4 7/8%.

The median rate was 4.918%; that is, 50% of the amount of accepted competitive bids were tendered at or below that rate.

Dateline WSJ Former Enron Corp. Chairman Kenneth Lay was found guilty on all six counts against him for his role in the former energy giant's collapse. Former President Jeffrey Skilling was found guilty on all counts except for those related to insider trading.

More details are expected shortly.

The trial, which began January 31 and covered more than 50 witnesses, accuses Messrs. Lay and Skilling of conspiracy and fraud in connection with the December 2001 collapse of the former energy giant. Mr. Skilling faced 28 counts and Mr. Lay, six counts.

T. Boone Pickens on CNBC this morning... Pickens sees oil staying at $75 He predicted oil at $60 and he predicted its next run-up to $75. Now Boone Pickens, oil investor and president of BP Capital, says crude will likely finish out the year around the $75-per-barrel level. Maximum supply for the world is about 85 million barrels per day, Pickens told CNBC's "Squawk Box." With fourth-quarter demand projected for 86.5 million barrels per day "it's going to get tight," and it's hard to see prices falling much further this year, he said. And while he didn't predict $100 just yet, all the ingredients are there for crude to reach that price, given the current "geopolitical mess," he said. New York light crude futures rose 44 cents to $70.30 per barrel in early-morning electronic trading.

Dateline WSJ Yahoo and eBay announced a strategic partnership Thursday for Internet searches, advertising, online payments and a co-branded toolbar.

The search giant and the online auctioneer said they would begin to roll out the initiatives later this year, including a test phase over the next several months.

"This partnership with eBay provides us with a great opportunity to further extend our sponsored search and graphical advertising reach to one of the largest and most active communities on the Web," Yahoo Chief Executive Terry Semel said in a statement.

AIG 15-minute interval chart at this Link ... The Dow's decline isn't entirely due to AIG's warning. In fact, a couple of months prior, my phone had been ringing off the hook from insurance company's calling me about their reduced property/casualty rates.

Still, AIG's decline got the ball rolling back lower.

Smirk ... Kind of like that commercial ... "The good news is that I just save a ton of money on my car insurance."
