Definition: Consumer Credit measures the monthly growth/contraction in outstanding consumer installment credit. It give important insight into the state of consumer finances and is considered a leading indicator of consumer spending.

IMF Sees Room For "Some" Tightening Of ECB Policy

DJ- The International Monetary Fund Tuesday warned the European Central Bank against raising interest rates too aggressively, just days before the central bank's governing council is expected to hike for the third time in seven months.

In its annual review of the euro-zone economy, the IMF said it expects the annual inflation rate to remain above the ECB's 2% target until well into 2007.

But it said that with growth unlikely to pick up further, the inflation rate will likely fall below target in 2008, removing the need for a sharp rise in interest rates.

The IMF's warning chimes with recent comments from the Organization for Economic Cooperation and Development, which also advised the ECB to exercise caution in raising rates.

The ECB's 18-member governing council meets Thursday in Madrid, and it is expected to raise interest rates 25 basis points to 2.75%. It hiked rates in December and March.

The IMF acknowledged the need for one more increase in rates, but indicated it was skeptical about the need for further action after June 8.

"With inflation expected to revert to its benchmark only slowly...some further withdrawal of monetary accommodation appears warranted," the IMF said. "However, the conditions for continued and thus more substantial tightening do not seem in place."

The IMF noted consumers continue to expect the inflation rate to remain around the ECB's target, while "risks are weighted to the downside."

"Continued tightening would seem to require a quickening in the fundamentals of the recovery...or the emergence of second-round effects, or of yet further shocks likely to prompt increased domestic inflationary pressures," the Fund said.

The IMF said the euro's recent appreciation against the dollar and uncertainty in global financial markets suggest the ECB should be particularly careful.

"Growing uncertainty in financial markets and an appreciating euro...argue for caution in raising rates," the Fund said.

The Fund said it expects the euro-zone economy to grow at an annual rate of around 2.0% in 2006, and cited the euro's appreciation against the dollar as one reason for believing the pace of the expansion is unlikely to pick up.

"A sustained pickup beyond this pace, while possible, appears unlikely given appreciable headwinds, including high oil prices, a strengthening euro and some weak fundamentals," the IMF said.

The euro has appreciated by some 9% against the dollar since the start of the year, although it lost some ground Tuesday.

The Fund said it expects the euro zone's inflation rate to remain above 2.0% for "much of the period to end-2007," as a result of high oil prices, but added it should fall below the ECB's target in 2008.

"With unemployment still high, wages are expected to firm only very gradually," the Fund said. "Domestic pressures on inflation...should thus remain contained."
