Qatar 'Open' To Investing In US Refineries - Oil Minister

DJ- Qatar is "very interested" in investing in new energy projects in the U.S., including new oil refineries, liquefied natural gas terminals and transmission lines, Qatari Oil Minister Abdullah al-Attiyah said Tuesday.

"We are very interested. If we have a good chance and a good opportunity, we will be very happy," he said at a luncheon in Washington sponsored by the U.S. Chamber of Commerce. "If we have good opportunities to invest in new refineries, power, whatever, we will be very happy. We are open."

Still, al-Attiyah said the U.S. needs a policy that encourages investment in refineries. Incentives would attract more investment from countries like Qatar, he said.

Colombia Scraps Capital Controls As Stock Market Tumbles

DJ- The Colombian Finance Ministry announced Tuesday it will scrap the controls on foreign capital movements imposed in December 2004.

Since then, the government only allowed foreign investors to repatriate the profits made on portfolios invested in Colombia, while the principal amount invested had to stay in the Andean country for at least a year.

Investors violating the rule had to pay hefty fines, totaling more than the amount invested, a ministry spokeswoman had said a few weeks ago.

The government made the decision a day after the stock market had registered its worst decline in its history, forcing the stock exchange authorities to suspend trading 13 minutes before the closing. As the market reopened on Tuesday, stocks continued tumbling.

The stock index dropped 10.5% on Monday on continued concerns about U.S. inflation and forced selling among local stock speculators. The market fell 8.88% on Tuesday.

Airbus Announces 6-7 Month Deliver Delays for A380

DJ- European commercial aircraft builder Airbus (ABI.YY) said Tuesday that its production program for the double-decker A380 superjumbo is being slowed down due to "industrial issues" and that deliveries to customers could be delayed by up to seven months.

Airbus said in a statement that the delays, which it ascribed to bottlenecks in the definition, manufacturing and installation of electrical systems and harnesses, will mean that only nine of the 555-passenger aircraft are likely to be delivered in 2007.

Airbus said its certification process is on schedule, and said the first delivery of an A380 to launch customer Singapore Airlines Ltd. (S55.SG) will take place before the end of the year.

Airbus had said previously it was confident it could deliver two aircraft before the end of the year.

Airbus is owned by European Aeronautic Defense & Space Co. (NV) and BAE Systems PLC (BA.LN). BAE Systems in currently trying to sell its 20% stake in Airbus and EADS has said it is interested in taking full control.

Dateline WSJ Goldman Sachs Group, Inc. said revenue more than doubled from the same period a year ago, powered by another record quarter for fixed income, currency and commodities trading and an 87% increase in investment banking revenue.

The New York financial-services giant said fiscal second-quarter net revenue came to $10.10 billion for the period ended May 26, more than doubling the year-ago figure of $4.81 billion. Including noncash expenses related to stock-options accounting, the company earned $2.31 billion, or $4.78 a share, compared with $865 million, or $1.71 a share, a year earlier.

Dateline WSJ U.S. wholesale prices remained in check last month thanks to falling food prices, but underlying costs edged higher and raw materials prices jumped, suggesting higher energy prices are leading to some cost pressures throughout the production pipeline.

Separately, retail sales rose just slightly during May, suggesting the economy is weakening as demand tumbled for cars and such home improvement goods as furniture and building materials.

Producer prices for finished goods rose 0.2% in May after climbing 0.9% the previous month, the Labor Department said Tuesday.

Excluding food and energy costs, core producer prices climbed 0.3%, compared with April's 0.1% rise. Last month's core gain was the highest since February.

The May producer-price results were mixed compared to Wall Street forecasts. Economists surveyed by Dow Jones Newswires and CNBC had expected overall producer prices to rise 0.4% with the core up 0.2%.

For the year, overall wholesale prices climbed 4.5%, and the core index was up 1.5% from year-ago levels.
