Citgo Takes 250,000 Bbl Crude From SPR Loan

DJ- Citgo Petroleum Corp. received a loan of 250,000 barrels of crude from the Strategic Petroleum Reserve to maintain operations at its Lake Charles, La., refinery, which is producing at "slightly reduced rates," the company said Tuesday night.

Citgo and three other refineries in western Louisiana have been producing at reduced rates since a Citgo oil spill last week forced the closure of the Calcasieu Ship Channel. The accident has blocked passage of dozens of vessels, including some oil tankers.

Citgo said the SPR loan will "help maintain production rates" at the 425,000 barrel-a-day refinery, one of the nation's largest.

Israel Strikes Gaza Power Station - Palestinian Officials

DJ - Early Wednesday, Israeli planes hit a power station, cutting power to much of Gaza City, Palestinian security officials said.

The attack was part of an operation begun late Tuesday, in which Israeli planes attacked three bridges in central Gaza late Tuesday and early Wednesday, the military said, and Israeli tanks were on the move, a response to a weekend Palestinian attack in which two soldiers were killed and a third captured.

Israeli military officials said Prime Minister Ehud Olmert approved a "limited operation" for southern Gaza, aimed at "terrorist infrastructure." The officials spoke on condition of anonymity because they were not authorized to talk to reporters.

Novartis (NVS) $52.06 -1.51% Link ... FDA Approves Exelon for Parkinson's Disease Dementia ...

DJ- The Food and Drug Administration approved Novartis AG's (NVS) Exelon on Tuesday for the treatment of dementia in patients with Parkinson's disease.

Exelon is a drug currently on the market to treat mild to moderate Alzheimer's disease.

The approval follows the advice of an FDA panel of outside medical experts, which recommended last month that the agency approve the drug for the new indication. The FDA had asked the panel whether it thought dementia associated with Parkinson's is a separate medical condition and not, for example, Parkinson's and Alzheimer's combined. The panel unanimously said it believed dementia associated with Parkinson's is indeed a distinct medical condition.

Dementia is a condition that typically first presents itself as memory loss greater than what would be expected as part of the normal aging process.

The executive couldn't offer details on how long it would take to remove the tanker or if shipping through the Maracaibo channel has been completely blocked. He did say that the tanker ran aground near Buoy 38.

EU Calls To Rein In Former Telecom Monopolies

DJ- European Information Society and Media Commissioner Viviane Reding Tuesday lashed out against former state-owned telecom monopolies.

In a speech two days before she is scheduled to release a major review of the telecoms market, Reding said that the former incumbents were holding back the uptake of broadband in Europe, keeping the continent behind the U.S.

"Today, we have in the U.S. a situation of infrastructure competition on the broadband market with two competing infrastructures: while 38% of subscribers have broadband access via DSL [Digital Subscriber Line] technology offered by telecom companies, 55% have broadband access via cable," Reding said.

"In Europe, DSL is still the technology used by more than 80% of subscribers, which shows that we still have some way to go until the process of market opening is completed," she said.

Workers At Peru's Shougang Iron Mine End Strike

DJ- Workers at Chinese-owned iron miner Shougang Hierro Peru SAA (SHPC1.VL) went back to work Tuesday after Peru's Labor Ministry ordered the company to increase their pay, a union official said.

Workers walked off the job June 19 to demand higher pay and other benefits. The strike forced the company to shut down production at the mine, which produces 18,000 tons of iron ore per day.

The company said the strike cost it about $400,000 a day. Shougang has declared force majeure on its shipments.

After talks broke down the Labor Ministry stepped in to resolve the dispute.

"We are back at work. The company will give us a pay increase of 3.30 soles ($1.01) a day," union official Julio Escobar said Tuesday.

The company had offered PEN1.90 a day, but the union wanted at least PEN4.50.

Shougang Hierro Peru, a unit of China's Shougang Corp., has owned Peru's only iron mine since 1993. The mine has suffered various labor disputes in recent years.

Dateline WSJ WASHINGTON -- Treasury Secretary-designate Henry Paulson promised Tuesday to improve America's global competitiveness, in part by ensuring that companies are treated fairly in trade matters and by keeping taxes down.

If confirmed, I will focus intensely on how the United States can maintain and strengthen our competitive position," Mr. Paulson, a 32-year Wall Street veteran, said during his Senate Finance Committee confirmation hearing.

The panel's chairman, Sen. Chuck Grassley (R., Iowa) has said he hoped the nomination would be approved by the full Senate by the start of the July 4 congressional recess. Mr. Paulson's nomination isn't expected to hit any major roadblocks.

If approved as expected, the 60-year-old chairman-chief executive officer of Goldman Sachs would become President Bush's third Treasury secretary since he took office in January 2001.

Mr. Paulson said the U.S. must come to grips with the long-term unfunded obligations of Social Security and Medicare, problems that "threaten to unfairly burden future generations."

Paulson's testimony (brief review)

DJ- The White House nominee for U.S. Treasury Secretary, Henry Paulson, on Tuesday said the U.S. is in a better position to reduce government budget deficits with the economy growing rapidly.

"Like all of us I wish our deficit was lower, but as I look at it, I am encouraged," Paulson told members of the Senate Finance Committee during his confirmation hearing.

Despite the negative economic impact of a bursting bubble in 2001, the ongoing threat of terrorism and wars in Afghanistan and Iraq, the U.S. economy is still growing, Paulson said.

A deficit equal to "2% of GDP is still within a realm of historical norm," Paulson said. "Now that the economy is growing and revenues are coming in, we are in a better position to focus on deficit reduction and spending cuts."

Long-term deficits spurred by a demographic shift to an older population are the biggest budget challenge facing the U.S., Paulson said.

Sen. Olympia Snowe, R-Maine, questioned if the Bush administration tax cuts should be made permanent now that the economy is growing so strongly, or allowed to expire. Paulson said Congress shouldn't raise taxes.

"I think it would be a big mistake to increase taxes," Paulson said. "This economy is growing and jobs are being created and we are in a stronger position to deal with deficits when we have a growing economy." He said the 2001 tax cuts had aided consumer and investor confidence.

Paulson said he expects strong U.S. productivity growth of recent years will result in higher U.S. wages.

"I am optimistic if we can keep the economy growing with good GDP growth, good productivity, we will see wage growth in the economy."

WASHINGTON (MarketWatch) -- U.S. consumer confidence rose in June as Americans predicted better economic times ahead, the Conference Board said Tuesday. The consumer confidence index rose to 105.7 in June from a revised 104.7 in May, the research group reported. Economists surveyed by MarketWatch were expecting the index to dip slightly to 103.1. Consumers were more optimistic about the future in June while their assessment of current conditions weakened a bit.

Dateline WSJ New-home sales rose in May for the third consecutive month as many buyers took advantage of developer incentives, but another major home builder lowered its earnings expectations due to weakening demand.

The Commerce Department said sales of new homes last month increased 4.6% from April to an annual rate of 1.23 million units, following slightly larger advances in the two preceding months. Even with the recent rebound, the pace of new-home sales last month was 5.9% lower than a year earlier, and the housing market in general still appears to be softening from last year's peak.

ALEXANDRIA, Va., June 27 /PRNewswire/ -- The July job market will be another strong month with more than 58 percent of employers from both the manufacturing and the service sectors planning to expand employment. These findings are reported in the July report of the Leading Indicator of National Employment (LINE(TM)), a collaborative effort between the Society for Human Resource Management (SHRM) and the Rutgers University School of Management and Labor Relations.

Measured against other leading indicators, LINE provides an accurate, early indication of changing job market conditions. Figure below shows how LINE, in red, has correlated highly with the Bureau of Labor Statistics' not- seasonally-adjusted employment numbers, which come out five weeks after the LINE release.

LINE is an economic indicator that identifies early economic trends and changes in the national job market by surveying human resource (HR) executives at manufacturing and service sector firms. It reports on four employment measures: job expectations, job vacancies, new-hire compensation and recruitment difficulty.
