Editors Note:

The Russell 2000 was the biggest laggard in Tuesday's lackluster market. This is not a good sign. When the Russell is negative and the other indexes were positive intraday, I pondered at the time that we would probably get a big cap decline into the close and that is exactly what happened. The Russell topped out starting on the 19th and a roll over here would be very negative. Both attempts at 1,600 failed on the 25th and the 1st. That could be the kiss of death with 1,566 critical support.
