The Dow traded in a 200-point range but closed flat on negative headlines. Wilbur Ross warned that there were "miles and miles to go" before achieving any trade deal with China. Mario Draghi warned that Europe was fading and the danger of a hard Brexit was rising. Investors tried to overcome the headline headwinds but were unable to lift the Dow or S&P. Meanwhile the Nasdaq surged on a rebound in the chip sector with the $SOX gaining 68 points and the Nasdaq 47 points. On the positive side the lack of a material decline is somewhat bullish.
